Jeff's interest in politics, and specifically Get Out the Vote efforts/Ballot Harvesting, began in the grassroots. He has served as precinct committee person, vice chair and chair of the local party and also as chair of the Oregon 5th Congressional District. His interest in using technology like automated robo calls, led him to found Action Solutions (actionsolutions.net – a political services business.) The highlight of Actions Solutions was doing 1 million calls for the Carson for America Campaign, plus working on the 2010 effort that helped tie the Oregon House at 30 to 30. Jeff’s interest in getting the church to vote led him to found the Oregon Faith and Freedom Coalition Pac (www.oregonfaithandfreedom.org – email jeffk@oregonfaithandfreedom.org). He has recently become the Executive Director for Oregon’s chapter of the National Group, www.Rethnkgop.org. We Keep Getting the Same Results 1
Regardless of how much money conservatives spend on a governor's race we get the same results! In 2016, $2 million dollars was raised and spent for Dr Pierce. In 2018, $15 million was raised and spent for Dr Buehler's race, and now in 2022, $20 million was raised and spent for Christine Drazan's run.
What were the results in each year by percentage of vote? 43.53%, 43.7% and 43.6%. Even in what should have been a change year, with the state and national economy in the tank, a recent history of crushing personal and religious freedoms during the Covid situation, and other bad things, nothing really changed! So what is happening? Why can more and more money be spent without any change in results?
Unfortunately, Oregon conservatives have largely, continued to hold to an older form of election outreach that does not match the approach of the progressive/liberals. Some might argue that we have suffered from cheating by the left. And that may be a part of it, but no one can deny that the progressive/left's methodology has conquered the right, in Oregon. Now it has even impacted national elections and elections in other states.
Oregon Faith and Freedom has been speaking about this issue, and has even talked about a time in Oregon political history when conservatives worked a different approach and it worked. Future Oregon Faith and Freedom emails will discuss what people like Charlie Kirk and Newt Gingrich have been saying in recent interviews about how we need to change.

We Don't have to Keep Getting the Same Results - 3
43% percent! That is what our current election advertising methods produce. $2 million, $15 million and now $20 million have been spent on trying to elect a more sane conservative Governor. All the while, the progressive/liberals have been using their machine to turnout voters for more and more insane candidates, and winning! Yet, all our money gets the same results! Isn't it time someone provides the leadership to change this?
In the past, some people did provide that leadership. In 2010, the Senate Caucus leadership saw efforts to provide a more effective ability to identify the conservative vote and turn it out. Senator Brian Boquist, Senator Frank Morse, and Representative Andy Olson helped to find the funding for these efforts and this eventually brought in the Senate Minority Leader Ted Ferrioli and the House Minority Leader Bruce Hanna. What was done? The Caucus' centralized services around a call center in Albany, Oregon and using an Oregon based company (email jeffk@oregonfaithandfreedom.org for details). A plan was put together to try and match the known efforts of the progressive left. Here is what was done:
High quality lists of phones and voter data were purchased for the targeted districts
GOPDATACENTER (which is data about voters that the Oregon GOP uses ) has a level of value but higher quality data provides more assurance of getting to the people intended to reach
1/3 of the state was targeted because of the races involved
1,000,000 automated calls
Automated surveys, endorsement calls, candidate requests for the vote were the focus
the purpose of the surveys was to identify "hot button" issues of a voter
Automated calls were used as the average age of the voter is 54 (even now while 1/2 of the homes have landline phones, 89% of these are in households of age 45 and above)
375,000 paid live calls were made.
A live call center was set up with 55 seats for paid callers
Live paid callers give more assurance of getting 30 to 50 attempts per hour (progressives use paid callers)
These live call center seats were staffed with trained callers ensuring more consistent messaging
Via automated and live surveys, 50,000 conservative leaning Unaffiliated voters were identified.
Having something specific about a voter is much better than relying on "modeled data"
Messaging was developed to call these conservative Unaffiliated voters to try and get them to vote for conservative candidates based upon identified shared values (because of the surveys, something was known about the voter - typically, modeled data is used in current efforts).
Live and automated calls of endorsement were used to help the Unaffiliated and low voter turnout Republicans get a reminder to vote.
Paid walkers went out with literature and reminders to vote and were ready to receive ballots from voters.
What if we revisited what was done in 2010? This seems to be what national people like Charlie Kirk, and Newt Gingrinch are supporting. AND IT IS THE ONLY THING THAT WILL WORK!

Why We Keep Getting the Same Results - 4
The OSU Beaver football team is doing well and going to a bowl game! But it wasn't always so. There was a time when year after year the team's record was 2 and 10. There was a coach one year who claimed that he could not recruit the kind of athletes to win. He used a very old style running offense. As a consequence of his lack of belief in OSU's ability to compete, his teams didn't. His best year was 4 wins, the worst was 1 win. He ended selling insurance. Our lack of belief that we can compete in the Get Out the Vote game (or what is often called "ballot harvesting"), and our opinion that we shouldn't try, is exactly why we lose. We won't even field a team to try and win. Yet in Oregon's own history we have an example of fielding a team and making great progress. That year was 2010 and you can review previous emails here. Imagine if in this current year we had won 6 surprising seats in the Oregon House? Yet that is what was accomplished 2010. Sadly even some of those who helped fund the effort in that year, are lacking belief we can win and change our voting outcomes.
What can we do? Should we continue to get 43% percent of the vote for state-wide candidates? Then allow the progressive liberals to control the house and senate where they will continue to attack our freedoms in every way! This is what our current election advertising methods produce. We have seen that $2 million, $15 million and now $20 million have been spent on trying to elect a more sane conservative Judeo-Christian worldview Governor without success. Look what happens when we don't try, can we really afford not to try?
Now look at current examples that took place in California. In an article entitled, "California Republicans embrace ballot harvesting after Trump and the GOP spent months decrying the practice" and a more current example found under "New Program Aims to Help Republicans Harvest Ballots Legally in California". Oregon Faith and Freedom will advocate and work towards a return to more effective means of identifying those who share our world view and getting them out to vote.
We could all leave Oregon to safer, more conservative "red" states. The problem is that what happens in Oregon matters. When conservatives turn over Oregon to the progressives, it becomes the testing grounds for all kinds of bad things. The best example is vote by mail. That started right here in Oregon. Who do you think would be President today if all 50 states had an in person, vote at the precinct level, on a singular election day? We all know it would be Donald Trump! Sadly, once we had some success in the year 2010, we should have continued. Perhaps by growing our response, progressives wouldn't have found the idea for using vote-by-mail all over the country.

They believed and eventually won. The problem we have here is Oregon is that our conservative, Judeo-Christian leaders, and those with money to donate don't believe! Even when we have demonstrated efforts in Oregon itself that show we can compete by working the same kind of efforts that our progressive liberals use to find and "harvest" votes, and even when national leaders like Charlie Kirk, Newt Gingrich, and others are talking about the need to change our strategies to compete. Our Oregon leaders won't believe.
