Pursuant to 18 C.F.R. § 385.214, the Cow Creek Band of Umpqua Tribe of Indians
(“Tribe” or “Cow Creek”) moves to intervene in Docket No. CP17-495-000, concerning the
Jordan Cove Energy Project. The Tribe has already timely intervened in a related docket,
Docket No. CP17-494-000, concerning the Pacific Connector Gas Pipeline.

STATEMENT OF INTEREST

The Cow Creek Band of Umpqua Tribe of Indians is a federally recognized Indian Tribe.
The Tribe seeks to intervene in this action to protect its inherent and sovereign rights, and the
rights of its members. The Federal Energy Regulatory Commission (“Commission”) is jointly
analyzing the Jordan Cove Energy Project and the Pacific Connector Gas Pipeline; it has issued
an Order Granting Authorizations Under Sections 3 and 7 of the Natural Gas Act concerning
both of the proposed projects. The Tribe has a right to participate, as it is a property owner that
will be impacted by the proposed projects. The Jordan Cove Energy Project and the Pacific
Connector Gas Pipeline will directly affect the Tribe’s interests. The proposed projects will have
short-term, long-term, and permanent impacts on the Tribe’s historic and current uses of its
lands, cultural resource sites, archeological sites, and environmental resources, both aquatic and
terrestrial. The Tribe’s participation in the process is in the public interest.
