Hello Debbie,
I noticed the county is calling this a special election.
What is the difference between a general election and a special election?
254.056 Date and purpose of general election and primary election. (1) The general election shall be held on the first Tuesday after the first Monday in November of each even-numbered year. Except as provided in ORS 254.650, at the general election officers of the state and subdivisions of the state, members of Congress and electors of President and Vice President of the United States as are to be elected in that year shall be elected.
(2) The primary election shall be held on the third Tuesday in May of each even-numbered year. At the primary election precinct committeepersons shall be elected and major political party candidates shall be nominated for offices to be filled at the general election held in that year.

All other elections are known as “special” elections, except for “emergency” elections.
Who declared this "special" election? The Board of Commissioners – see Order 19-04-025L above.
How much did this "special" election cost the county? I will not know the cost of this election until the billing is completed, with is required to be completed by Dec. 20, 2019 per Directive 2006-7. This election will be reimbursed to the County by the districts that are involved in the election. The County will not be responsible for the cost of this election.
Also, is the Transportation District a taxing district? This is a question for the Assessor’s Office.
Those are some of the questions that came to mind upon opening my ballot and I want to have the correct response when others start asking the same. If possible, Rob, I would appreciate it if you would let them know that I am happy to respond to their questions if they were to contact me directly. If I cannot assist them, I can also direct them to someone who can assist them.
