6.Discussion Regarding the Council Flag Policy

SUMMARY:
In September 2021, the Council adopted a Council Flag Policy.  On July 5, 2022 the Council placed a 90 moratorium on the policy in order to further analyze the Supreme Court’s ruling on the Harold Shurtleff v. City of Boston case. The moratorium has ended and direction is needed.

Options include;

(1) keeping the policy in place as written;

(2) amending the policy to prohibit flags which have a religious connotation, meaning or purpose from being considered;

(3) repealing the flag policy altogether thus limiting the use of city flag poles for the flying of governmental flags; and

(4) extending the moratorium.
